THE “SAFE CITY” SYSTEM

 

The “Safe City” system is a complex system of the prompt and correct response to events, support for decision-making, as well as the management of human, expert and  technical resources in case of emergencies and crises. The “Safe City” system is linked to existing security systems and serves to coordinate actions between these systems, as well as provide an integrated platform for information exchange.

Video surveillance is one of the most effective and basic ways to ensure technical security.

Video analytics – real-time video surveillance cameras or a “data centre” of the archival records of the automated collection of data according to the hardware-software or technology for automated data collection based on video analysis of images.

The purpose of the “video analytics” subsystem:

  • Automatic detection and identification of the object (person, group of people, vehicle) and emergencies (smoke, fire)
  • Traffic detection in control zones
  • Application of audio and video archiving
  • Creating an event metadata archive
  • Comparison of registered data with the archive
  • Ability to search for events in the archive (date and time, number of cameras, etc.)

“Biometric identification” is designed for real-time recognition of citizens by facial expressions. Identification is carried out by matching the images obtained from surveillance cameras with the recorded lists of citizens’ photos (the basis of template images).

The “Biometric Identification” subsystem promotes:

  • Prompt detection of wanted persons and violators of public order
  • Increasing crime detection
  • Timely taking measures to prevent and ensure the safety of terrorist acts that may occur in public places
  • Take pictures of all the faces in the viewing area of the camera at the same time
  • Identification of images using biometric lists
  • Registration of photos taken in the relevant databases
  • Automatic imaging of the faces of all people passing through video monitoring areas for further analysis of a person’s trajectory along with one or more observation objects
  • Ability to obtain a subsystem response time of no more than one second
  • Ability to connect and use an unlimited number of photo sources
